PLC’s Philadelphia office offers a Resource Home Care Program that provides Community Umbrella Agencies (CUAs) with dynamic and empowered resource foster homes. Theses foster homes have the capacity to accept children/youth for foster care placement from birth to 21 years of age. PLC screens, recruits, trains, licenses and maintains annual certification for all resource foster homes we develop.

The ultimate goal of our Resource Home Care Program is to promote and achieve safety and permanency (reunification with biological family, adoption, permanent legal custodianship or transition to independent living) for children and their families during the need for out-of-home care. In every case, best practices in resource foster parent training, licensure and child/youth placement are used to minimize the length of stay for children/youth in the foster care.
